The purchase of a permit confirms your agreement with these terms.
Online Purchases
Online purchases of Parking Permits may be made through the Parking Services Department online portal only. Purchase of a permit online is subject to all Parking Policies and does not offer exemptions. It is up to the purchaser to familiarize themselves with the Parking Policies as listed on the St. Clair College Parking Services website and as listed in these terms of service. Failure to read these terms do not exempt the purchaser from the policies and any applicable fees. Once a permit is purchased online through the online portal, the account holder no longer has the need to display a physical hang tag in their vehicle. The vehicle's license plate acts as the sole information for the account. It is the responsibility of the account holder to ensure that all vehicle, license plate and contact information is accurate. Failure to do so may result in fines and/or tickets on the account.
Authorization
By purchasing this permit online, through your account, you are making a formal written declaration that you are the account owner, and are taking responsibility for the purchased permit and any vehicles listed on the permit. Any fees associated to the permit purchase, or fees assessed to the permit or listed vehicles for violations of the Parking Policies are your sole responsibility, should someone else receive a fee for a violation on a vehicle you declared as yours, you are held responsible to pay the fee.
Preamble
These policies are intended as an aid to the facilitation of the business of the College and have been authorized by the Board of Governors. Parking is only permitted in a space or area that has been clearly marked, posted, signed, and/or designated as a parking space. All other areas will be considered a “NO PARKING AREA” and parking is prohibited, unless authorization is granted by special permit from the St. Clair College Parking Office. The absence of any signage to the contrary does not permit or authorize parking elsewhere on St. Clair College Property.
Liability
Parking on College property is at the operator’s own risk and all incidents involving vehicles shall be reported to College Security. The College assumes no liability for vehicle contents or damage to vehicles on College property.
Paid Parking Facility
All persons parking a vehicle on St. Clair College property must pay through the purchase of a parking permit, or within visitors lots with the purchase of pay and display permit, or pay with the use of the Honk mobile application. Please note that the use of the Honk mobile app carries a $0.35 service fee when utilized. Parking receipts/stubs received from the pay-and-display machines must be displayed in your vehicle while parking on campus. It is the responsibility of the vehicle operator or the parking permit account holder to ensure that their license plates are registered correctly in association with the vehicle being parked. Any errors or discrepancies in license plates registered to a vehicle may be subject to St. Clair College enforcement policies.
Parking Fee Payments
Payments can be made in person at the Parking Office or by mail. Please make cheques payable to St. Clair College. Main Windsor Campus: Payments can be made in person at the Parking Office by Cheque, Visa, MasterCard, American Express or Interact. Chatham Campus: Payments can be made in person at the Parking Office by Cheque, Visa, MasterCard, American Express or Interact. Fees are paid in the order in which they were received. A license plate search may be conducted on the vehicle and fees will be billed to the registered owner of the vehicle. Failure to pay parking fees within 14 calendar days of issuance may result in account encumbrances and additional administrative fees. Unpaid fees may be deducted from any balances owed by the College. Also, unpaid fees may be forwarded to a Collection Agency to obtain payment at any time and additional fees will apply.
Appeals
If a parking fee is disputed, a "Request for Parking Fee Appeal" must be submitted to the Parking Office, within 14 calendar days of the issuance of a parking fee otherwise the parking fee will be considered uncontested. Appeal requests for uncontested parking fees will not be accepted and the parking fee must be paid. Appeals are subject to the terms and conditions listed on the "Request for Parking Fee Appeal" form. Decisions on appeals are final.
Accessible Parking
Accessible Parking spaces are available for Students, Staff and Visitors provided that a Ministry of Transportation Accessible Parking Permit and a valid Student Permit, Staff Permit or a Daily Pay and Display Permit are displayed. These spaces and lots will be identified by the International Symbol of Access.
User Responsibility:
I understand I must purchase a Parking Permit to allow me to park on College Property in the lots as specified by the College. Although Permits allow for parking in the lots, it does not guarantee a space is available on a day-to-day basis. Permits may be purchased from the Parking Office, Pay Stations, or the use of the Honk Mobile App in the Visitor Lots. Permits, other than daily permits, are sold by Calendar Month with the start date as the first of the month and end date as the last of the month regardless of what day the permit is purchased. Permits may be prorated to reflect the remaining days remaining in the month, sold at the maximum daily rate set by the Pay Station—this may only be applied at the time of permit sale. I understand that as the Permit Holder, I am solely responsible for any and all parking fees issued to any vehicle(s) listed on my account or bearing my Parking Permit. I agree to promptly notify the Parking Office of any change of account information, including but not limited to changes to vehicle make and/or model, vehicle license plate, additional vehicles, change of phone number, change of address, etc. It is the responsibility of the account holder and/or the driver of the vehicle to ensure that the license plate registered to the vehicle is accurate and correct. If I am found liable, any outstanding parking fees and administrative fees will be assigned to my account. Vehicles that I have declared responsibility of will remain my responsibility until I remove the vehicle from my account in writing and by providing documentation that the vehicle is not my responsibility. When a permit expires, vehicle declaration does not, I still hold responsibility of all assigned vehicles. Parking Permits are non-transferable (l cannot sell or gift a permit to another person). It is my responsibility to familiarize myself with St. Clair College's Parking Policies as listed on the St. Clair College website. I understand that Policies may change from time to time as it is my responsibility to occasionally review the Parking Policies to ensure I remain current.
Permit Purchases
Permits must be purchased either in person at the Parking Office, or Online. Permits may be in the form of a digital permit linked to the vehicle's license plate or dash permits printed through our pay and display machines. Upon purchase of a new digital parking permit, you no longer have the need to display a hang tag within the vehicle, as your vehicle license plate is the registered information for the account holder. Dash permits printed from the pay and display machines will still be required to be displayed in the vehicle at all times. Permits will allow for parking in specific lots as defined below, however space is not guaranteed at any time.
Assigned Lot Permits can only be purchased by full academic year expiring at the end of April. These permits will allow access to Lots C, G, or Q, depending on the lot assignment selected at permit ordering. Lots that have access control gates will be issued an access card to access the specific lot. Assigned Lot Permits will also grant access to General Lots K, N, V and the East Roadway at any time as well as Staff Lots A, E, F, X and Z after 4:30pm. Assigned Lot Permits are not permitted in Visitor Lots at any time. These permits are limited in number and are available first come first serve. Gates for the Assigned Lots will be lowered after Labour Day weekend until the end of the Winter Semester. Gates open daily at 4:30pm to allow for General Parking. Gate cards may be deactivated for vehicle violations, not limited to the Assigned Lots. No full or partial refunds will be issued to the permit holder in the event that their card is deactivated for vehicle violation(s).
General Permits can be purchased either weekly, monthly, by semester or by full academic year expiring at the end of April. General Permits will allow parking in General Lots K, N, V and the East Roadway at any time as well as Staff Lots A, E, F, X and Z after 4:30pm. Parking is permitted but space is not guaranteed. General Permits are not permitted in Visitor Lots at any time.
General Night Permits are only available at Main Windsor Campus and may be purchased monthly, or by semester.
General Night permits are restricted to after 4:30pm only. The permit is valid in Staff Lots A, E, F, X, and Z, Assigned Lots C, G, Q and General Lots K, N, V and the East Roadway. Parking is permitted but space is not guaranteed.
General Night Permits are not valid in Visitor Parking Lots at any time.
General Night Permits are restricted for use after 5:00pm only. The permits will allow parking in General Lots N, S, and V as well as Staff Lots A, E, R, X and Z Parking is permitted but space is not guaranteed. General Night Permits are not permitted in Visitor Lots at any time.
Pay and Display Permits must be purchased from the Pay Stations in the Visitor Lots. Permits are sold at a rate of $3.25 per hour (minimum 1-hour purchase) to a maximum daily rate of $13.00. Chatham Campus: Machines accept Visa, MasterCard, Debit (tap) and Google/Apple Pay (tap). These machines do not give change. Main Windsor Campus: Machines accept Visa, MasterCard (tap), Debit (tap) and Google/Apple Pay (tap). Pay Station purchases are non-refundable. Pay and Display permits are valid in Visitor Parking Lots as well as all General Lots. An inoperable machine does not indicate parking is free, you must use an alternate machine to purchase parking.
Refunds
- Permits with time remaining on the permit may be refunded upon return of the physical permit to the Parking Office by the account holder.
- Used months will be deducted from the permit at the standard monthly rate (night monthly rate for night permits) an administrative fee equal to 50% of one month will be deducted from the refund amount.
- The current month is considered a "used" month.
- In the event that the College cancels the entire course to which the account holder is subscribed, a full refund will be provided within 10 calendar days of course cancellation and the administrative fee will be waived.
- Refunds will not be granted for permits with less than 1 month remaining
- Pay station and/or Honk Mobile payments are non-refundable.
Lost or Stolen Permits
St. Clair College is not responsible for replacing lost parking permits. Therefore, should you lose your parking permit; you will be required to purchase an additional parking permit at regular parking rates. No reduction or discount in parking permit fees will be applied to replacement parking permits. Replacement gate cards and Open Vehicle permits are $20.00.
Community Lot - Chatham
The Community Parking Lot is reserved for members of the non-college community utilizing the arena or Healthplex facilities only. Community members without affiliation to St. Clair College (non-staff, non-student, non-contracted employee). Staff, Students and Contracted Employees are considered members of the College Community and are restricted from parking in the Community Lot. General and Staff Parking Permits are not valid for parking in this lot. Also, vehicle operators seen parking in the Community Lot and entering/within the College Main Building may be issued parking fees.
